Actually setting & editing pc boot menu F12 key issnt a good idea, reason being if youre needing to run pc off of OS cd,Windows reboots/resets itself on restarts, youre F12 has no value..To use Default settings, boot pc to BIOS,Dell is F2 on pc start,in BIOS,install Win 7 OS cd,set to boot pc to cd/1st boot device/HD 2nd/save & exit BIOS.And or,in BIOS,chk all settings, change if needed.

    Test the Hard Drive.

Go to your Computer Manufacturer's website > look for your Computer's specifications > find out brand of Hard Drive > go to Hard Drive Manufacturer's website > find and download Hard Drive Diagnostic software and make a Bootable disk from it on the Computer you are using to get here, following their instructions > test your Hard Drive to see if it has failed.

And you can also use this Method to test your Hard Drive:

It is likely that although you have inserted a DVD, it is not booting on that, but rather the hard drive.  You need to get a Boot Order list and change to the DVD drive.  The  key to get the list is different on different makes of computers.  On Dell it is the F12 key.

This is not an uncommon problem and happens when the boot sector on the hard drive is corrupted.  The solution to that problem is as follows:

You first need to boot the computer on a System Repair disk.  That is made on any Windows 7 system that has the same bitness (32 or 64) as yours.  You will need a blank recordable CD or DVD

    Start, All programs, Maintenance.

    Takes 5 minutes

Then boot your system on that DVD or CD.

Find your way to a C: prompt

Type  the following precisely as you see this:

    Bootrec /Fixboot

    Bootrec /Fixmbr

    Bootsect /nt60 all /MBR

    Shut down and  restart
