“Create Catalog” is greyed out in SSIS

I'm try to create catalog in SSIS but when right clicking on Integration Services Catalogs, the Create Catalog is greyed out.

It is a SQL server 2017 Developer edition.

How can this be fixed?

    Long time no see.
    I am still thinking that SSIS is not installed on your machine. Please find below how to check what SQL Server components are installed.

    You can launch SQL Server Discovery Report – Determining what SQL Server Components are Installed

    Location on the hard drive:
    C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Microsoft SQL Server 2017\Configuration Tools

    You should see something like this:

    UPDATE
    Just one Catalog could be created., even though the entry in the Object Explorer says ... Catalogs plural.
