Windows server 2000 with exchange wish to upgrade to windows 2016/2019 environment

We wish to know your suggested procedure of upgrade windows 2000 environment to 2016/2019 server environment.

We setup a test environment for windows server upgrade from 2000 to 2016 and found some error/issues.

Our procedure was show as below:

  1. use adprep at windows 2003 CD for win 2000
  2. raise forest and domain functional level from 2000 to 2003
  3. join windows 2003 to windows 2000 domain as new DC
  4. move 5 master role to windows 2003
  5. demote windows 2000 DC to member server
  6. try to join windows 2012/2016 as new DC but show error as pre-requirement not reached

Please advise.
