DISM /online /cleanup-image /scanhealth stuck at 34.14% for 24 hours

Hello Experts,

The 'telnet client' feature installation is failing in my Windows server-2016. The error code is 0x80073701.

-To fix the issue, I tried to run the 'SFC /SCANNOW'. It stuck at 13% of verification.
-Then started the DISM utility for the health scan "DISM /online /cleanup-image /scanhealth" This also stuck at 34.14% for 24 hours.

Attached the DISM and CBS logs

Questions;
Can I close the running scan-health window?
How can I fix this stuck issue?
Is there any guide to interpret the DISM logs?
Is there any other solution to fix the installation error 0x80073701?

    Hi,
    Yes, you could close the running.
    Dism command always need some time. But 24 hours is really too long.
    According to your description, I suggest that you could check for update. Install new security updates to update OS build. It could repair some system files.
    This error could be related to your system files. If the issue still insists, firstly, you could use Windows server-2016 ISO to install telnet client feature. Please check the information in the link below:

    At latest, we also could use the ISO file to perform an offline repair.
