Windows 10 Very Slow to log in on startup

Logging in after startup takes much longer than it did when the computer was newer.

Here's what I know:
Issue does not occur on safe mode with networking.

I have disabled and enabled fast startup.
I have disabled all high-impact startup programs.
I have disabled all non-microsoft services on startup.
Drives are all defragmented.
The task manager shows nothing consuming lots of resources.
The OS is installed on an SSD.
chkdsk found no problems.
sfc /scannow found no problems.

    This discovery is useful: “Issue does not occur on safe mode with networking.”
    Try to uninstall network adapter and VPN software or other network related software, restart computer for test.
    Besides, create a new account and login it to check result, user profile loading issue can also cause slow boot.
    Finally, download Windows Performance Toolkit to capture boot process for analysis, find out the specific process that influence startup process
