Enable Windows Hello for Windows 10 client on Windows Server 2012 R2

I have attempted to enable Windows Hello in a mixed domain with Windows 10, Windows 7 and various other OS clients using a Windows Server 2012 R2 Essentials domain controller. However, my Windows 10 clients still report that the feature is disabled. How can I enable this as a policy so that all of the Windows 10 clients can utilize biometrics?

    Hi,
    Beginning in version 1607, Windows Hello as a convenience PIN is disabled by default on all domain-joined computers. To enable a convenience PIN for Windows 10, version 1607, enable the Group Policy setting Turn on convenience PIN sign-in.
