Mailbox over quota

I have a email account that gave me a 50% quota warning - I cleared the mail box and purged the deleted box I am now unable to send or receive emails on that account I had an on-line chat with "Support" who assure me that given a couple of hours - all will be OK But why does it take so long ? I thought that this sort of thing was instantaneous .......? Also - will any emails received during the downtime be lost ?
