How do I add photos to Outlook emails?

You wont be able to do that in the Lite Version of OWA.
If you want to use the Premium version follow these steps:

Agree with Andy, features that the Lite Version of OWA can support are limited. If you would like to add photos to Outlook emails, it is more suggested to switch to the standard version of OWA.
