Considering your issue may be more related to O365 instead of Outlook desktop client, in order to solve it better, I removed outlook tag and added exchange online tag, thanks for your understanding and hope your issue would be resloved soon.

Yes, but Microsoft did not clarify the which version is at least required in official document.
Another thing, in the example of New-ActiveSyncDeviceAccessRule, it blocks devices that are running iOS version 6.1.1, thus I believe device versions over 6.1.1 would work for Exchange online.
