We have the same question, we emailed Microsoft but still didn't get any response.
Can we get an answer regarding this issue from Microsoft?
Are Irannian companies allowed to sign up in the Windows Hardware Dev Center program and submit drivers for signing?

Hello,
Is there any restriction applied to Iranian companies for signing up and submitting drivers in the Microsoft hardware lab? are they allowed to submit drivers to Microsoft for signing?
Tried to ask this via support.serviceshub.microsoft.com, but at some point it says " We were unable to find an eligible support plan associated with your account. Please add a support plan from the options below", and i don't have any support plan, and don't even know what that is.

Have you tried to get an EV certificate from a certificate vendor recognized by the Hardware Development Program?

Not yet, before that we wanted to check if we are even allowed to sign up and use this service or not. we didn't want to purchase an EV then get banned after signing up because of restrictions.
So if we get an EV certificate, will we be allowed to use WHQL and sign up there? or will we get banned if we do so?
