Systems Center 2019 Licensing Ending

From the docs I've seen on Microsoft's site for Endpoint and Configuration Manager, it appears that Microsoft isn't selling any new licenses anymore for SCOM 2019 and only permits it to be used if previously purchased. Is this true. what if a public sector software assurance customer already has licenses for SCOM in use and want to deploy additional SCOM at different sites?
