on premises xml process model initial state adding problem

Hi, not able to add New state for on-premises xml process model even if the xml for new state is added and uploaded through process editor or by using wit import commands. when i click the board this below error occurs But when i create workitem i am able to create with New state like below attaching my xml 73275-newstateaddedandimported.xml for reference need help in adding a state (New) in board,
so actually need a state New in that dropdown, which is not happening even when required state and transition added in xml.
