Is VPN device neccessary when I setup Site-to-Site VPN?

Because I don't have VPN device in my network environment , I use a VPN server software instead . When I configed all the infomations ,the Local network gateway displayed not connected . So I want to know can VPN software instead of VPN device?

    If you don’t see your device listed in the Validated VPN devices table, your device still may work with a Site-to-Site connection.
    You can configure your VPN device with Azure VPN default settings.
