I cannot change or allow other in Team as an organizer instead of me. How can I do?

Do you mean you want to transfer your ownership of Teams to others?

You can try to promote another member of the group with owner permissions. To complete it, you need to login in Office 365 admin center, click Groups and select the group. Under Owners click edit ->Add owners.
