According to your description, I have 2 questions below.
- What version of Office are you using? Please go to Control Panel\Programs\Programs and Features and provide the screenshot below.
- Have you installed other third-party programs before this issue occures? For example, the add-in for Adobe Acrobat.
I suggeste you try to open Excel in safe mode for a test.
- Press Win + R, and type āexcel /safeā in the Run box, then press Enter.
- If it works in safe mode, please disable the COM Add-ins and check Startup folder.
Go toFile>Options>Add-Ins, then uncheck all Excel/COM Add-Ins
.
Go toC:\Users\<User Name>\AppData\Roaming\Microsoft\Excel\XLSTART
, check whether there are Files/Folders, create backups of them, and then delete all Files/Folders in the folder.

If the steps above do not work, you can try to Repair Office to check the issue.
In addition, if your PC has some security software installed, you can temporarily turn it off to check the issue.
