It looks like this app should pull everything, and do nothing until it is deployed to a group.
If we means the scenario of migrating to Configuration Manager, yes, you are right. These MBAM clients need to escrow their key information to CM instead of MBAM. This is no requirement of decryption or re-encryption of the volumes. Besides, bitlocker on the individual systems is completely unaffected and unchanged.
