Is there any way to recover deleted root site collection in SharePoint online? OR create new classic root site collection in SharePoint online?

Hi All,

I have deleted root site collection in my SharePoint online.

Now i am unable to restore that deleted site collection or i am unable to create new root site collection.

Is there any suggestion please let me know how to recover that site collection? or how to create new classic SharePoint site collection?
