According to your description, I assume your scenario will be like below. Please let me know if I get anything wrong.
- For now your customer are using Windows server 2019. And now the are using SharePoint Online only.
- They hope to store all the company files on the physical server used now and provide access in their intranet via Network drives.
- Besides network drives, users also hope to somehow use all these files in SharePoint Online.
If this is the situation, the simplest approach will be syncing the SharePoint library to local server. OneDrive will handle the syncing process. It makes you be able to have a local copy on the server and storing the files on cloud. The process will be like this. In short words, first you upload all the files to a SharePoint library, then sync the library to your local server with OneDrive. If needed, just set the OneDrive to Always keep on this device, keeping the local copy available.
And you can set up a network drive mapped to the library mentioned above in any server with internet access.
