I'm trying to install the Uno Platform on Windows Servers 2016 as a development machine. Where can I find out how to install Windows Universal Runtime version 10.0.17134.0 on Windows Server 2016 Thanks

Please understand Uno Platform is a third party product which we're not familiar with, I would suggest you could contact Uno Platform support for further help.

Universal CRT is inbox system component in Windows 10 / Server 2016, you cannot install or update independently
unless it get updated with the latest cumulative update

but you can install UCRT SDK for any version with Visual Studio
