Exchange CU19 install error

I tried to install CU19 on Exchange 2016 CU12. I got below error. I have restart the server twice but it still complains that it needs restart. Also the account I used to install the CU is domain administrator. It is a member of schema and enterprise group. Hi,
When it reports multiple errors, it's likely that only one of them is real.

Did you run PrepareSchema/PrepareAD/PrepareDomain before running the setup? These three steps are required.
CU12 requires .NET framework 4.7.1 or 4.7.2, have you updated it to 4.8 ?
The site of your server, does it have Schema Master role? You need to move the role to the domain controller in the same site first.

If things above do not help, would you check the Exchange setup log for related logs?

    If remove ECP virtual directory external URL and leave it empty, what kind of effect will it have? will it just prevent and internet connection to https://domain/ecp?

    I moved schema master to the site and rest of issue is gone, except it keeps saying The computer needs to be restarted before Setup can continue [RebootPending]. What could be the problem?
