Where can I download the latest version of hha.dll: 4.74.9301.0

I need this version of hha.dll to fix a crash in htmlhelp workshop. This version is referenced here: http://wiki.helpmvp.com/home/notes/hhfaq#TOC-HHW-crashes-when-editing-TOC
