I want to setup a cosmos db database (on the free pricing tier) with a shared manual provisioned throughput. On the add database dialog if I click on the "Provision throughput" checkbox it is only allowing me "* Throughput (autoscale) " and no manual throughput. I want manual 400 RU shared accross all containers in the database to stay within the free tier limits.

Thanks for bringing it to our notice and I have noticed similar behavior on Free tier where while provisioning the throughput at database level, only autoscale option is available.
I have escalated the same to internal product group to seek their inputs and will get back to you at the earliest.
