Thanks for the suggestion however unfortunately that not what it is, hence the emphasis on explaining a one to one situation where an exact and equal user is able to function normally. I have tried many variables to this also where it doesn't prevail including the user to use the outlook app on the ios vs native IOS mail. It sure is a head scratcher.

Looking to understand why one user in the group has an IOS being quarantined in the Exchagne Admin Center, I can say that other users set are working fine with the native IOS web mail app. When I take this user out of the conditionally access policy, everything works fine, its only when I add them to that policy.
