OneNote does not display or allow inserting pictures using SharePoint 2019 and OOS

Greetings, Up to about 2 weeks ago users started to complain that their onenote files in SharePoint 2019 enterprise displaying or editing using OOS stopped working. After testing, I have found that this is farm wide so I believe it is probably and issue with OOS. Our OOS is updated to the latest version. If I download the file and open in the desktop client the pictures in OneNote show up without issue.
