It is Security Update For Exchange Server 2016 CU19 (KB5000871) rather than update for Exchange server 2016, you need to install Exchange 2016 CU 19 first.

Exchange 2016 has two type of patches: one of them is CU Update, another one is Security Update.

No, you have to install it separately - after you install CU19.
