Azure App Configuration: The request was aborted: Could not create SSL/TLS secure channel.

I am attempting to move the configuration for our web form reporting software to use Azure App Configuration. It works while on my local machine, but when I publish to our test environment, it returns a RequestFailedException: The request was aborted: Could not create SSL/TLS secure channel. I've upgrade all packages, and moved the solution to .NET 4.8. The problem occurs when attempting to navigate to the site, when the configBuilder attempts to get all values. It doesn't seem like anyone else has had quite this issue. So, any help on this would be greatly appreciated!

    It turns out that because this was a legacy app we needed to add to the web.config the target framework in the http runtime tag in system.web. Per this solution: https://learn.microsoft.com/answers/answers/315169/view.html

    There are a number of reasons why you might run into the "Could not create SSL/TLS secure channel" error but if it works on your local machine and not when you publish to your test environment, it sounds like you may be running into an issue where the operating system is setting the default security protocol for SSL/TLS connections (and that version is not supported by the App Configuration server).
