This error has been happening since around mid day at march 5th 2021 on both GT-P5100 android version 4.1.2 and SM-G9650 10 android version devices

The problem is on the Windows computer you are connecting to. I suggest updating the display driver from the manufacturer site (or rolling back to an earlier driver) and disabling Windows' ability to automatically update drivers: sysdm.cpl, hardware tab, device installation settings.
Did you upgrade your remote machined recently ? what's the OS of the remote machine?
