create offline custom iso image

I want to create a offline custom iso image for my W10 enterprise devices.
Which program is the right one to use for?
MDT only allowed network connection to run a TS or image

I want to add few third party applications on it, run few powershell scripts and drivers.

Windows for business | Windows Client for IT Pros | Devices and deployment | Set up, install, or upgrade
Windows for business | Windows Client for IT Pros | User experience | Other

    Thank you for posting in Microsoft Q&A forum.

    MDT only allowed network connection to run a TS or image.

    Based on my understanding, it seems could support creating an offline .iso file like the image below.(please correct me if I'm wrong)

    There are many flexible methods could be used during the OSD process, such as MDT, SCCM task sequence and DISM command.

    MDT is an advance tools and it is more than network configuration and you may also add applications and drivers, take a look at:
