Consolidate Azure Account with Microsoft Office 365 Developer Account

Hi, I have an existing Microsoft Account I use for Azure Portal. Let's call it phil@mycompany.com. Right now, my company has a free MS Teams subscription so that we can develop a bot for Teams. I learned that I can't side-load bots with free Teams, so I signed up for a Microsoft Office 365 Developer account. This forced me to create another Microsoft Account. I wasn't able to use my existing one.

My questions are:

  1. Is there a way to add developer support to my existing Microsoft Account?
  2. If not, when I'm done developing my bot and ready to make it available to the world, can I transfer it to another tenant (aka my company account?).

My mental model of how all this may work could be wrong. When I developed a bot for Slack, it was fine to use a free Slack account and my bot is associated with my Slack organization. If bots/apps for MS Teams works differently, that'd be helpful to know. Thanks!
