Known Issue - which version is working -Security Only Update for .NET Framework 4.8 for Windows Server 2012 R2 (KB4565588)

Hi Experts,

Known Issue - as described in the "Security Only Update for .NET Framework 4.8 for Windows 8.1 and Windows Server 2012 R2 (KB4565588)" ,

and the article gave the Resolution: Install the latest version of this update that was released on October 13th, 2020.

but ONLY the version 10/8/2020 is available in the Microsoft Update Catalog, at
https://www.catalog.update.microsoft.com/Search.aspx?q=4565588,

My questions are 1) is it safe to use the version release on 10/8/2020 and available in update catalog, without any known issue?
2) where can I download the version released on Oct 13 2020 as the article gave as the resolution?

1: No, as the Known Issue describes, you may suffer this error

2: Security Only Update for .NET Framework 4.8 for Windows 8.1 and Windows Server 2012 R2 (KB4578989)
And you can download it here: https://www.catalog.update.microsoft.com/Search.aspx?q=4578989

But it's suggested to update it to the latest version, you can use the Windows Update to do that.
