how to move 2003 on prem file server to azure

so i have an 2003 on prem file server which i am looking to move to azure , can any one advise me best option as azure file sync is not compatible with 2003 on prem server , also what will be the best route having a vm in azure with shared drive or having a file share option in azure storage .

    Since you are using an older server version, RoboCopy or AzCopy would be your best options migrating to an Azure File Share. Fore more information you can refer to our migration guide and deployment planning pages. Once deployed you can easily mount a file share from your VM.
