Public folders not working after hotfix KB5000871

After updating our Exchange 2013 server to the CU23 update and then installing the KB5000871 security patch I am no longer able to receive emails to our public folders. This is the case both for internal and external messages. The messages do not bounce they just seem to disappear. If I set the public folder to forward the message the email appears in the forwarded box but the message is not present in the public folder even if the checkbox to keep a message in the public folder is enabled. Once the message is forwarded I am able to drag and drop the message to the public folder and users can access the message normally. Messages to regular mailboxes seem to be working fine.

Any help troubleshooting this would be appreciated TIA

    Have you checked email in this public folder on OWA?

    Please try to create a new public folder and enable the email. Then try to send a test email to it and see if it can be received normally.

    Please try to run the following command move public folder mailbox where the public folder is located to a new database, then try to send a test email to it again.

    New-MoveRequest -Identity <> -TargetDatabase <>
