You can run the SharePoint Config Wizard multiple times. But please note that when you run the SharePoint Config Wizard, the SharePoint service and IIS service on the current server will be disabled.
As for running the SharePoint Config Wizard, whether it can solve the problem in SharePoint farm. This requires specific analysis of specific issues, which cannot give a clear answer.
You don't need to subscribe to the SharePoint Config Wizard, you can start it on any server you want in the SharePoint farm.
You should run the SharePoint Config Wizard (psconfigui.exe or psconfig.exe with the correct parameters) after all SharePoint fixes!
