Intel Graphics Control Panel missing and not installing

Question

Intel Graphics control panel is missing I had tried to install it from intel.com and when I installed it just asks to restart I did restart and after restarting it again opens the setup and asks to install this is a loop I exited the setup pls tell me a fix Thanks

I visited the site already
I tried installing the Intel Graphics Command Center
It got installed
but when I open it It is just stuck at loading

And when I tried to install intel drivers
It just didn't and I was in a loop the setup kept opening every time I restarted

I can't install Intel Graphics Control Panel without the drivers
