I would like to receive the cumulative Update 11 for SQL Server 2012 express edition.

Hi,
We recommend that you upgrade your SQL Server to the latest SQL Server 2012 service pack 4 to avoid any fixed issues. The SPs and the latest CU are always available for public download.
Service packs are cumulative. Each new service pack contains all the fixes that are in previous service packs, together with any new fixes. You do not have to install a previous service pack before you install the latest service pack.

This is MS forum not a official MS support site so you need to contact MS directly. Anyways SP1 CU11 is not publicly available I would suggest you to either apply SP2 or Sp4. Sp2 is not supported at all your best bet is SQL Server 2012 Sp4 with latest CU released after that.
