users in the Document Library of SharePoint 2010 site can’t see updates on files, unable to Publish files. They appear to have the same library permissions as other users. I am not sure where else to look but believe there is a access issue occurring as the user suddenly had their ability to work stop.

    HI @Pat 75003 ,

From this post, users in this library have "Full Control" permission, however they cannot see updates on files from other users and are unable to publish\save new files to the site.

I want to confirm more information with you:

    1. Does the library have unique permission?
    2. Does the issue occur on other document libraries?

Create a brand new library in the site then grant correct permissions to compare the result.

    Hi,
As per my understanding there are two issues,

    1. A subset of users can't see updates on files
    2. They are unable to publish files

I would check the following things,

    1. User will not be able to see update if the update is done by other user and is not published. So the specific documents are checked out to other users or not.
    2. If item level permission is being set in the specific documents, if permission inheritance is broke for specific item and the user in question don't have permission in the item level.
