How to set a video card priority on a multiple video cards computer?

I have a computer with multiple video cards installed (GT630 and RTX 4000). The monitor is connected to GT630 only, the RTX 4000 is for algorithm processing tasks. No monitor will be connected to RTX 4000. The nVidia CUDA is loaded for RTX 4000. The problem is every single time the RTX takes over, when the computer restarts. Meaning the RTX driver takes the priority and GT630 stays behind. The device manager shows there is a yellow exclamation point on GT630. The OS is Windows 10 Enterprise LTSC v1809. How can I make the GT630 driver as priority on Windows startup? Thanks, J

    Hi,
    There are two ways to specify that your computer should use a particular graphics card.

    1. Specify the graphics card at the BIOS level, so the correct card can be accessed when the computer boots.
      OR
    2. Set the preferred graphics card in the graphics card control panel.

    yes, but then after I did the Sysprep it went back and now I have the driver conflicting with each other.
