Kiosk will not show in Spanish

I have set up kiosk mode and want the workstation to boot up and display Edge in Spanish. If I am in as administrator it works in Spanish perfectly. When I boot to kiosk mode it will not show in Spanish. I changed the registry to default to to Spanish so all of the instructions to close the session and and warning concerning timeout all show in Spanish but Edge does not. I have read that it will only show up in the language which it was created, so I deleted it and recreated kiosk while Spanish was default. When I rebooted, it came up and asked what language I wanted to use and I chose Spanish. At that point Edge showed Spanish. When I recycled to have my home pages show up they came up in English. I even removed the English app so that only Spanish is on the workstation and still Edge shows up in English.

Is this a limitation of kiosks?
