Error while attempting to create directory C:\ProgramData\Microsoft\Windows

I was trying to install Hotspot Shield (v7.14.2) and this error popped up. 

I already claimed ownership of the ProgramData folder as well as I tried to run it as administrator.

I tried turning my comp off and on in desperation.

I do not know what to do, help would be appreciated

    Hi Qutäy

    Open Windows Defender Security Center

    Go to Virus & threat protection - Virus & threat protection settings

    Scroll down to Controlled folder access

    Temporarily turn off Controlled Folder Access and check to see if you can install that application

    Please do not leave Controlled Folder Access turned off permanently

    I turn off all of Windows defenders protections by default on all of my computers.

    Sadly I didn't forget on this one.
