Android First Run Setup in Emulator

Question

Does anyone know if it's possible to get to the Setup wizard that runs on a new android phone within an emulator?

I'm trying to test enrolling into an MDM as a fully-owned corporate device.

I have tried running a factory reset from within the emulator, but the factory reset button doesn't seem to do anything.

I test it, I get the same result as you, and I get the following log message: it is by google's design

   /system_process E/MasterClear: Can't perform master clear/factory reset  
       java.io.IOException: Reboot failed (no permissions?)  
           at android.os.RecoverySystem.bootCommand(RecoverySystem.java:935)  
           at android.os.RecoverySystem.rebootWipeUserData(RecoverySystem.java:773)  
           at com.android.server.MasterClearReceiver$1.run(MasterClearReceiver.java:75)  
   /system_process I/GnssLocationProvider: WakeLock acquired by sendMessage(REPORT_SV_STATUS, 0, com.android.server.location.GnssLocationProvider$SvStatusInfo@7f1448f)
