Thank you so much. Turning of controlled folder access made everything that wasn't working start working. Even things I thought it wouldn't fix.
Windows Defender messing things up.
For a while now, my windows defender has been acting over aggressively for a bunch of files and is preventing me from downloading certain files and changing certain settings. It also won't let me save in many different video games, and the only thing that is allowing me to save is to turn off windows defender. I gave the files all of the correct permissions, and I have tried every solution, and so far turning windows defender off was the only one that worked. The problem, however, is that despite turning it off working for some, many still refuse to save and many things still aren't working properly.

2018-10-26T01:20:15+00:00 I think I figured out the problem, but it took alot of work. There were backdoors in my drivers and windows defender was being suppressed by a separate malware that was screwing downloads up also. I think it was doing that so that I couldn't install another virus scanner, but I managed to install one just in time. There were about 35 viruses on my computer. Thanks for trying to assist me with your reply, I might come back if saves still don't work.

Enable Windows Defender to Alert you about the Software
Click the Always Allow button under the Action Menu
The software will be put on the Allowed List and it alerts Windows Defender to the face you trust the software.
Type in your Password or confirm. Close the Alert box.
Retry downloads.
