I had this problem too over the past few days, ended up resetting Windows 10 & then unexpectedly found out that the problem came back when I turned off Bluetooth. So at least so far, leaving Bluetooth on has resolved the issue for me.
Cursor constantly blinking / circle next to cursor constantly blinking

In past weeks, perhaps after an update, there's a blue circle which is nearly constantly blinking except when the cursor is placed over a link. This incredibly distracting activity I think is meant to show the processor is working. I can't find where or how to stop it. Running Windows 10 on a Lenovo Thinkpad X1 Carbon 6 gen. Installed Malwarebytes and ran a scan to find no issues. Doing my head in. Currently installing a few Lenovo and a Windows update which hopefully will remove it. Not optimistic. Any solutions?

Hopefully the updates will resolve this for you
If not:,
Open Task Manager (Ctrl + Shift + Esc)
If necessary, choose the Processes Tab
Leave that window open to monitor your system
When the cursor has that 'busy' circle on it, is your Hard drive, CPU or RAM overly busy (very high percentage) at that time?
If so, click on the appropriate column header, so the arrow faces down
What are the top 5 processes at that time?
