Creating a new account and did not get any different results. I still have certain programs losing functionality when I reboot. In new profile I reinstall them and reboot and they become non-functional. Also something is not allowing access to certain files to install when reinstalling. Some files will install and some will not unless I click "Ignore" while installing.
Windows 10 ACL Reset
I have had issues installing or updating some programs on Windows 10 Pro lately. Also, after a Windows Update installs I have several programs that become unusable unless I re-install them. When installing or updating the program I will get "Access Denied" error messages for certain files trying to install. If I "Ignore" through these files then the program completes its install and works properly until the next update. I tried going to the program's folder and going through Security Permissions to add Administrator to the access list but I get an error message that my ACL is corrupt. I tried the subinacl.msi tool but get a message "Access Denied". I have tried turning off Windows Defender and Firewall, didn't help. I have replaced Windows Defender with Bitdefender, I am still having an issue with installing or updating the programs. The programs that this access and update issue keeps affecting :

Windows key+R > Type lusrmgr.msc and Enter > In the lusrmgr window, right click Users and select New user > Fill the new user required information and click Create > One the new user account is created, sign-out from your account and sign-in to new user account.

2018-10-02T15:57:53+00:00 I tried both Windows Update troubleshooter and Run SFC Scan & DISM. After rebooting all the previously listed programs (except MS Office) became unusable, I had manually fixed each one before the troubleshooting steps. Also, when I reinstalling each program I received the same installation error stating that I do not access to install certain files, I "Ignore" this message and the program still works. The programs work after I reinstall them but this is a major inconvenience to have to reinstall every time I reboot.
This is a personal PC and I have admin rights

2018-10-02T00:07:22+00:00 This maybe an issue with a system file being corrupt.
You can try a couple things.
Right click your start button and select Command prompt (Admin) to bring up elevated Command prompt.
In Command prompt type sfc /scannow and press enter.
Restart the computer.
If that doesn't work then try this,
Right click your start button and select Command prompt (Admin) to bring up elevated Command prompt.
In the Administrator: Command Prompt window, type the following commands.
Press Enter key after each command:
DISM.exe /Online /Cleanup-image /Scanhealth
DISM.exe /Online /Cleanup-image /Restorehealth
Important: When you run this command, DISM uses Windows Update to provide the files that are required to fix corruptions.
To close the Administrator: Command prompt window, type Exit, and then press Enter.
Restart your computer.
