"No registered resource provider" error in Azure portal page for Time Series Insights environment

I haven't made any changes to my Time Series Insights environment for ~6 months. I wanted to grant access to some more people today, but when accessing the Overview page for my Time Series Insights environment in the Azure portal, I get the following message:

No registered resource provider found for location 'westus' and API version '2021-03-31-preview' for type 'environments'. The supported api-versions are '2017-02-28-preview, 2017-11-15, 2018-08-15-preview, 2020-05-15'. The supported locations are 'francecentral, southcentralus, eastus2, westus, eastus, northeurope, westeurope, westus2, centralus, southeastasia, australiaeast, australiasoutheast, eastasia, ukwest, uksouth'. (Code: NoRegisteredProviderFound)

When I look at the Resource Explorer, though, this API version does appear to be available in the region.

This error seems to be blocking any changes to data access policies, so I'm unable to grant access to additional people (or even view who currently has access).
