Sql server data collector resource files is corrupted

I am using sql server 2014 Enterprise Edition. Data collector has been running fine until the cluster failed over and no data is collected to the data collector. I am seeing this error message - Failed to load the master package from the resources. The Data Collector resource file is corrupted. Inner Error ----------> Cannot create a file when that file already exists. I tried to cleanup data collector, remove all cache files and restart data collector, but that didn't help. I did a lot of research but I cannot locate a solution. Any suggestions on how to fix this?

Does anybody has solution to this problem? Because of this error, the data collector is unable to collect any data. I tried both cached and non-cached options and both failed.
