RemoteApp Displaying previously opened content

I am running a broker with 3 session hosts. The broker is Windows 2012R2, the sessions hosts are 2016 up to date, all my clients are windows 10 with the current built -1 (the MPS only updates to the previous active update on clients). I rebuilt the sessions hosts recently as a server was failing to handle the work load. The servers are not taxed for resources while running Remoteapp's. The issue is that not all of the time, but some times when a program re-uses a program window (From multiple different programs) the information previously used will display on the clients screen. In outlook this would be when you reply to a email, then go to reply to another email, the email is displayed that you previously sent/replied to, when the window is relaunched. I believe this is only a display issue as the content of the window is "broken" and you can't actually see any contextual input/changes on the window. You can hit the "x" button or the send button but it will give you the warnings as if the window is blank or in a different state (e.g. if it is a reply it will ask if you want to save as a draft). This isn't just Outlook though as we run a old legacy program from VB6 as well, and this will display the wrong content, you will have to get out and back into the window to see the correct content. I am assuming this is a display setting that I am missing when setting up the servers as this was the first from scratch RDS server I have built. Any suggestions would be greatly appreciated as I am a novice to remote app servers.

    If this issue is intermittently , I would also suggest to open a case with MS to do deep troubleshooting.
