First -
With the Fall Creators Update (v.1709) Microsoft deprecated (meaning 'abandoned') System Image Builder, and will eventually remove it from Windows. Microsoft recommends instead using a third-party image backup application, like Macrium Reflect or Acronis True Image or EaseUs ToDo, among other good choices.
Second -
File History was not designed to backup all your files at once. To do this you'll need a third-party file-and-folder backup application like Backu4All or one of many other good choices. Most image backup software will also make file-and-folder backups.
