Do you have access to another computer.
Go to the other device and download the .iso file from here.

Install software to burn the image file to USB flash drive. Use Rufus or ImgBurn.
Once you've burned the file go back to your PC.
Insert the usb to repair the boot order
Press the Power Button and hold to Shutdown the PC
Turn the Power back on while Holding the Shift key down
You should see Troubleshoot on the Screen
Click Advanced Options
Click Next
Click Repair
Follow the instructions here on using PowerShell (Admin) or Command Prompt (Admin) to fix Boot issue.

Let us try repairing the existing OS.
On a working computer, create an Installation media of Windows 10 that allows you to repair existing Windows Installation.
Create a USB Flash Drive

Boot from the USB Flash drive-Make sure you have disabled Secure boot/Fast boot in BIOS Settings.

Then open Advanced Startup options after the computer boots from USB. Click Repair your computer at the first screen that says Install now.

Select Startup repair, let it finish the job and see if the computer can boot afterward.
If that doesn't help, consider doing a clean install after rescuing your files.
