VPN connection

I am trying to connect to  VPN for school all the settings are correct but I receive the following error ….

The connection between the VPN and the VPN server could not be established because the remote server is not  responding .This could be because one of the network devices between your computer and the remote server is not configured to allow VPN connections. Please contact your administrator  or service provider to determine which device  may be causing the problem.

    Have you checked with your ISP Provider to determine if it's an issue with them and the VPN software?

    it does and I asked they said the issue was on my end

    Contact the School Admin or IT Personnel for assistance. They may not allow such a connection.
