Cannot set picture manager as default app for JPG
I run Windows 10 and MS Office 16. Since MS Office 16 did not have MS Picture Manager anymore I installed Picture manager as per instructions in https://support.office.com/en-us/article/Where-is-Picture-Manager-58837c3e-34db-4904-95e8-4eca7b7c5730 . This install picture manager from SharePoint Designer 2007
Picture Manager is now installed and works well, but I cannot use it as default app to open JPG and other photo files.
When I use Open With in File Manager and click use as default app, then Picture Manager is started but is NOT set as default app.
When I open the Default App Settings in windows 10 and then click on Choose default app by file type, I can click on Microsoft Office 2010 (which for a reason I do not understand is the name of Picture Manager on my PC after using the installation instructions mentioned above), but clicking does nothing: it is NOT set as default.
Any help to resolve this is greatly appreciated.

Setting File Associations in Windows 10 is now impossible, a lot of users are reporting this at the moment, this seems to be a bug in Windows 10 since the last update.
Microsoft are working hard to patch the bugs in the last couple of updates, hopefully this is one of the bugs they are working on
Please provide feedback to the Windows Developers on this bug, press Windows Key + F to open the Feedback Hub, the more users that report this, the quicker it will be resolved . . .

My apologies. This is one of the bugs which has been caused by new Windows update. File association has been giving this problem. The selection is not sticking.
Microsoft is well aware of this issue and has been working to fix this issue. I think next build may have this fix in place.
Meanwhile, I would recommend that you submit this issue as a feedback to Windows team through Feedback Hub
